1996: A number of partner countries are sent to Bosnia and Herzegovina as part of a NATO-led peacekeeping force. The new partnership policy, approved by Allied Foreign Ministers in Berlin in April 2011, has opened up all cooperation activities and exercises and some programmes proposed so far only to PFP partners, be they Euro-Atlantic partners, countries participating in the Mediterranean dialogue and the Istanbul Cooperation Initiative or global partners. (For more information, see “Partnership Tools”) The Status of the Armed Forces Agreement (PfP) is a multilateral agreement between NATO member countries and PfP countries. It deals with the status of foreign forces while it exists on the territory of another state. In 1994, Ukraine joined the North Atlantic Treaty Organization (NATO) Partnership for Peace Programme; In 1996, the country established a “special partnership” with the organization. In 1995, Ukraine joined the Council of Europe. November 2010: At the Lisbon Summit, Allies reaffirm their commitment to THE EAPC and the PfP programme, which is described in NATO`s new strategic concept as the centre of the vision of a Europe, a whole, free and at peace Europe. They agree to streamline NATO`s partnership instruments to open all cooperation activities and exercises to all partners and to harmonize partnership. They also decide to review the political-military framework of NATO operations, in order to update NATO`s cooperation with partner countries and to make decisions on the operations and missions to which they contribute. November 1991: The Alliance adopts a new strategic approach for NATO, adopting a more comprehensive approach to security, with an emphasis on partnership, dialogue and cooperation.

November 2002: The Prague Summit will see its partnerships further strengthened, including 1995: an international coordination cell will be established at SHAPE to provide information and planning services to all non-NATO countries that will contribute to NATO-led peacekeeping operations. The agreement was originally drawn up in Brussels on 19 June 1995 to facilitate cooperation and exercises under the PfP programme launched a year earlier. 1999: Several partner countries deploy peacekeeping forces as part of the NATO-led peacekeeping force in Kosovo (KFOR).
