Despite Japan`s totally unsatisfactory response to its operations in Indochina, the United States government has always believed that all possible peace efforts must be exhausted. On December 6, President Roosevelt telegraphed a personal message to the Emperor of Japan in Tokyo in which he stated that developments in the Pacific region risked depriving the United States and Japan and all of humanity of the beneficial influence of the long peace between the two countries, and that these developments contained “tragic possibilities. The President said that we hoped that peace in the Pacific could be achieved in such a way that many different peoples could exist side by side without fear of invasion, that unbearable arms charges could be eliminated and that all peoples would resume trade indiscriminately or for the benefit of a nation. In the search for these broad objectives, both Japan and the United States should “demish any form of military threat.” Mr. President added that in recent weeks it has become clear to the world that japanese military, naval and air forces have been deployed in such large numbers in southern Indochina to raise a reasonable doubt as to the defensive nature of this persistent concentration in Indochina; whereas the people of the Philippines, the Netherlands, Malaya and Thailand wondered whether these Japanese forces were preparing or planning to launch an attack in one or more of these many directions; That none of these peoples can sit either indefinitely or permanently “on a barrel of dynamite.” Finally, the president said that he turned to the emperor in the burning hope that the emperor might think about how to dispel the darkening clouds; that he and the emperor had “a sacred duty to restore traditional Amity and prevent further death and destruction in the world.” 3. The tendency of current developments in the Far East was likely to discourage the idea that the time had come to act on the proposal that had been brought to the attention of this Government. For example, Foreign Minister Matsuoka, in his speech to the Japanese Parliament on 21 January, made it clear that he wanted the United States to address Japan`s vital concern about the creation of a “co-prosperity sphere” in East Asia, the approval of Japan`s dominance in the Western Pacific and the lifting of economic restrictions against Japan. He and other Japanese spokesmen have increasingly openly stressed that the tripartite alliance is the linchpin of Japan`s foreign policy. Further evidence of Japan`s growing intransigence has emerged in its growing pressure on Indochina to grant Japan military and naval bases and other new privileges, as well as in reports of significant political intrigues by Japanese agents in Thailand. In the face of this situation and Japan`s long history of aggressiveness, the first reaction of this government to the proposal that the Japanese government would appreciate an opportunity to change its policy direction and change its attitude towards China was a warning.

At the same time, the proponents of the proposal firmly stated that the proposal [page 331] was acceptable to Japan`s senior officials and could be effective in Japan. 1. At the end of January 1941, the American and Japanese media drew the attention of the President and the Minister of Foreign Affairs to the fact that the Japanese government would appreciate the opportunity to change its policy direction [page 329] and to change its attitude towards China.
