Enhance R&D partnerships between CCDC, science, industry, other government authorities and entrepreneurs by promoting CCDC IP inventory and unique testing facilities/capabilities. Contract, agreement or memorandum of understanding with a non-profit partnership officer to bring together science and industry on behalf of government to accelerate technology transfer and licensing. Many federal laboratories have partnership agreements (ASIPs) with organizations that facilitate joint projects and accelerate technology transfer between the laboratory and private companies. These intermediaries help companies identify federal technologies that can be licensed and commercialized. They also strive to increase the likelihood of fruitful cooperation between the laboratory and small enterprises. For the purposes of this Section, “partnership intermediary” means an agency of a state or local government or a non-profit organization; which are wholly or partly owned by small enterprises, higher education institutions within the meaning of Title 20, Section 1141 (a) 1, or educational institutions within the meaning of Title 10, Section 2194, which require technological support from a federal laboratory or which can be used productively, including public programmes, which receive funding under the cooperation agreements referred to in Section 5121(b) of the Omnibus Trade and Competitiveness Act 1988. C, supports, advises, advises, evaluates or cooperates with them. The Griffiss Institute supports AFRL/RI through a Partnership Intermediary Agreement (PIA). A PIA is an agreement (contract or memorandum of understanding) between the government and an intermediary organization (public or local authority or non-profit organization). As a partnership intermediary, IG provides services to AFRL/RI, which increase the likelihood of success in implementing cooperation or cooperation activities with small businesses, universities and industry. The IPA enables a wide range of licensing and other technology transfer initiatives. In particular, the GI AFRL/RI assists in technology transfer (T2) to identify appropriate AFRL/RI technologies for CRADAs, EPAs, licensing and commercialization, as well as to identify new technologies in the private sector, which the AFRL/RI can use and implement operationally. Many federal laboratories and research centers have partnership intermediary agreements (ASIP) with organizations such as ETC, which help government organizations find, cooperate with, and contract with industry, laboratories, and academic partners to find and develop innovative solutions to solve problems.

Simply put, a PIA is a partner – a certain type of government or non-profit organization that is very different from a traditional assistance contractor. Unlike an IPA that serves as a “mediator” that extends the federal government to small businesses, educational institutions and laboratories. Support for the implementation of technology transfer agreements, including patents/licenses, research and development cooperation agreements (CRADAs) and cooperation with private parties Facilitate relationships with ecosystem actors at regional, national and federal levels to improve CCDC`s ability to achieve its strategic and military objectives Connect NAWCAD researchers with researchers outside the door, including those in universities and the private sector to promote cooperation and exchange of ideas and develop a pipeline of future STEM professionals for naval R&D centers etc. has concluded since May 2020 an Intermediate Partnership Agreement (PIA) with the Naval Surface Warfare Center Indian Head Explosive Technology Division (NSWC IHEOTD).
